I can't tell if it's a girl at first either, but looking at it properly tells me it is one. The problem is two-fold. First "her" face doesn't look like a girl's face. It just doesn't have the vibe. The lack of eye lashes, and the relatively big jaw are contributing factors. Hair doesn't necessarily convey that the person is female, as in these days, even guys have the same sort of hairstyle as girls.

The other problem is the lack of feminine traits on the body. It could probably be the clothes being thick, or it could be that you haven't gotten a good grasp of the curves of a female body, but none-the-less, as the face isn't feminine enough on it's own, a non-feminine looking body would make things worse. The only thing that told me that this could be a girl is the skirt, based on the assumption that people traditionally do not draw males wearing long skirt-like clothing. The skirt itself is too stiff.

Her legs may also be slightly short. But people can be like that.

I don't know if you do this, but I suggest you really look at how a real female body looks like. Not that I'm suggesting you go watch pornography however lol

Actually, I would beg to differ on a three things here.

Firstly, his face looks flat. You may argue that it's because it lacks colour, and definitely, it's partly true due to that. However, his left eye placement is the main offender. Human eyes are slightly sunken into the eye sockets(look at how a skull would look and work from there).

Next, I find issue with his jaw. For reference, you see the point of the chin, and look at the line that goes towards the ear from there. There is two points in between the chin and the ear, no? The one closest to the chin is a bit off. It makes the fella look like he has a very unnaturally square jaw, unless that's your intention.

Lastly, his left shoulder looks unnatural. However, when I look closely, it's actually fine. The problem therein lies with that line you drew there. It is far too straight.

Asides from all that, it is a nice attempt.

It is in my opinion that this drawing is passable as opposed to all other ones before this. While there may be some "flaws" here and there, it's usually due to subjective opinion. The eyes are fine really. And he doesn't remind me of Roy because he doesn't look like him.

The only little problem is that the area where the jaw and ear meet looks odd. You could smoothen the lines into one instead of the three separate lines at that area. Also the scalp, where the hair starts from in the front of the character is not agreeable for me. The scalp looked pretty much like a straight line, which is not like a place where a bunch of hair came from.
